What is RespondDE?
RespondDE Medical Reserve Corps is a volunteer response program sponsored by the Delaware Division of Public Health (DPH). It is comprised of dedicated non-medical, medical, and mental health professionals who give their time and expertise to prepare for and respond to public health emergencies. Volunteers also participate in outreach that promotes community preparedness, healthy living, and other educational programs in local communities. RespondDE provides the structure necessary to pre-identify, pre-credential, pre-train, and activate volunteers for response.

RespondDE Medical Reserve Corps (MRC) is more than a volunteer program. It is a community of Delawareans who bring their unique skills, interests, experiences, and passion for helping others to support public health, emergency preparedness, and disaster response.
Whether you are interested in hands-on medical support, emergency preparedness education, disaster response, logistics, shelter operations, or supporting people with disabilities and other access and functional needs, RespondDE MRC offers opportunities to learn, grow, and serve.
Training Opportunities for Every Interest
At RespondDE MRC, volunteers are encouraged to explore training opportunities that match their personal interests and volunteer goals. There is no single path to service.
Our volunteers can pursue training and skill development in areas such as:
- Emergency and disaster preparedness
- Disaster shelter operations and management
- Basic first aid and lifesaving skills
- STOP THE BLEED® training
- Naloxone and overdose response education
- Public health emergency response
- Access and functional needs support
- Functional Assessment Support Team (FAST) operations
- Community emergency preparedness education
- Mass vaccination and public health clinic support
- Logistics and resource coordination
- Emergency communications and volunteer coordination
- Community outreach and health education

Some volunteers are healthcare professionals. Others have backgrounds in education, communications, emergency management, logistics, technology, administration, community outreach, or simply a desire to serve.
You do not need to be a medical professional to make a meaningful impact.
RespondDE MRC works to connect volunteers with opportunities that align with their interests, abilities, availability, and training.
Depending on community needs and volunteer interests, missions may include:
🩺 Public Health & Medical Support – Support public health clinics, vaccination efforts, first-aid operations, and other health-related missions.
🏠 Disaster Response & Shelter Support – Assist communities during emergencies by supporting shelter operations, disaster response activities, and the needs of displaced residents.
♿ Access & Functional Needs – Help identify and address barriers affecting individuals with disabilities and others with access and functional needs during emergencies.
🎓 Training & Community Education – Share lifesaving skills and emergency preparedness information through programs such as STOP THE BLEED®, overdose response education, and personal preparedness outreach.
🚚 Logistics & Operations – Support the behind-the-scenes work that makes emergency operations successful, including resource management, volunteer coordination, communications, and operational support.
🤝 Community Outreach – Represent RespondDE MRC at health fairs, preparedness events, community gatherings, and other opportunities to connect Delawareans with important information and resources.

Your Journey to Becoming a RespondDE Volunteer Starts Here!
Thank you for your interest in becoming a volunteer with RespondDE Medical Reserve Corps (MRC).
Follow these simple steps to complete your registration, required training, and onboarding requirements:
Step 1: Create Your SERVDE Profile
Your first step is to register a volunteer profile through SERVDE.
Be sure to complete your profile as thoroughly as possible. Your SERVDE profile helps us learn about your skills, interests, credentials, and availability. Request to join MRC Units in the counties you reside in and/or wish to serve.
Important: Background Check Consent
Please ensure your SERVDE profile includes a completed Background Consent.
A completed background check is mandatory for participation as a RespondDE volunteer.
Step 2: Create Your DE TRAIN Account (Learning Management System (LMS))
A DE TRAIN account is required to complete RespondDE’s mandatory training and acknowledgements.
Once your account has been created:
- Locate your DE TRAIN username.
- Return to your SERVDE profile.
- Add your DE TRAIN username to your SERVDE profile.
This helps RespondDE track and verify completion of your required training and onboarding activities.

The following requirements must be completed as part of your volunteer onboarding:
Required for All Volunteers
- RespondDE Orientation Training
- RespondDE Code of Conduct/Waiver
Optional
- RespondDE Photo Release Waiver (not mandatory)
Required for Licensed Medical Volunteers Only
- Medical Protocols Acknowledgement
You will need your DE TRAIN account to complete trainings and acknowledgements.

- Create your DE TRAIN account.
- Add your DE TRAIN username to your SERVDE profile.
- Complete RespondDE Orientation Training.
- Complete the RespondDE Code of Conduct/Waiver.
- Complete the RespondDE Photo Release Waiver, if desired.
- Licensed medical volunteers: Complete the Medical Protocols Acknowledgement.
- Notifications of new missions and opportunities will be sent to the email address you provide.
